Macron Renominates Sébastien Lecornu as French Prime Minister Following A Period of Political Turmoil

The French leader has requested his former prime minister to resume duties as head of government only four days after he resigned, triggering a period of political upheaval and instability.

Macron made the announcement late on Friday, following gathering key political groups in one place at the Élysée Palace, except for the leaders of the far right and far left.

Lecornu's return came as a surprise, as he stated on broadcast only two days ago that he was not seeking the position and his “mission is over”.

Doubts remain whether he will be able to assemble a cabinet, but he will have to act quickly. Lecornu faces a deadline on the start of the week to present the annual budget before the National Assembly.

Political Challenges and Budgetary Strains

The presidency announced the president had “tasked [Lecornu] with forming a government”, and his advisors indicated he had been given complete freedom to proceed.

Lecornu, who is one of Macron's closest allies, then released a comprehensive announcement on X in which he accepted as an obligation the assignment given to him by the president, to do everything to secure a national budget by the year's conclusion and address the daily concerns of our fellow citizens.

Partisan conflicts over how to reduce government borrowing and cut the budget deficit have led to the fall of several leaders in the past twelve months, so his challenge is daunting.

The nation's debt recently was almost 114% of national income – the third highest in the euro area – and the annual fiscal gap is expected to amount to over five percent of GDP.

The premier emphasized that “no-one will be able to shirk” the necessity of restoring government accounts. In just a year and a half before the completion of his mandate, he warned that anyone joining his government would have to set aside their aspirations for higher office.

Leading Without Support

Compounding the challenge for the prime minister is that he will face a vote of confidence in a parliament where the president has is short of votes to support him. Macron's approval reached its lowest point this week, according to research that put his approval rating on 14 percent.

The far-right leader of the far-right National Rally, which was not invited of consultations with political chiefs on Friday, commented that the prime minister's return, by a president increasingly isolated at the official residence, is a misstep.

The National Rally would immediately bring a challenge against a doomed coalition, whose only reason for being was fear of an election, he continued.

Building Alliances

Lecornu at least is aware of the challenges ahead as he tries to establish a cabinet, because he has already used time this week consulting political groups that might participate in his administration.

By themselves, the central groups cannot form a government, and there are disagreements within the conservative Republicans who have helped prop up the ruling coalition since he failed to secure enough seats in the previous vote.

So he will consider socialist factions for potential support.

To gain leftist support, officials hinted the president was considering a delay to part of his divisive retirement changes passed in 2023 which raised the retirement age from 62 up to 64.

It was insufficient of what socialist figures desired, as they were hoping he would select a leader from the left. Olivier Faure of the Socialists commented without assurances, they would offer no support in a vote of confidence.

The Communist figure from the Communists commented post-consultation that the left wanted real change, and a premier from the central bloc would not be supported by the public.

Environmental party head the Green figure remarked she was surprised the president had offered the left almost nothing to the left, adding that outcomes would be negative.
